Sheppard Air Force Base
Aged and degraded stormwater infrastructure, combined with increased development, led to an increasing number of compliance and flooding issues for Sheppard AFB. As a result, Halff teamed up with the U.S. Air Force and SLA-Cyntergy to address the base’s stormwater and sewer needs.
The first phase of the project included a storm drain survey, database integration and hydrological and hydraulic (H&H) study of the base’s existing storm drain system. This involved a data gap analysis, asset inventory, system-wide condition assessment, system-wide H&H modeling, engineering repair prioritization and spatial database integration of all findings. The critical insights gained during the inventory and condition assessment led to engineering recommendations for system repairs and upgrades. This work entailed 105,000 linear feet of stormwater pipe and 1,250 point assets.
Halff conducted a comprehensive condition assessment on 86,000 linear feet of sanitary sewer pipes and 451 sanitary sewer manholes on base for the second phase of the project. This entailed using CCTV and full-descent manhole inspections along with additional QA/QC of footage, producing a robust dataset of inventory and condition information. After updating the GeoBase sanitary sewer dataset, Halff developed performance metrics, level-of-service goals and key performance indicators that would provide a framework for managing their infrastructure. This, in turn, provided critical insights that will inform a long-term sustainability plan for the site.
